Translation: Happy Shark, Shark. x2 Happy Laser Shark. x2 America won. Japan went to space. (Space could mean "empty space" or "outer space") We discovered a happy shark. We set up a laser. Then, we fought back. (This is phrased in present tense Japanese, but it is likely referring to the fact that we fought back after the shark and the laser.) We won. (Again, originally in present tense.)

Basically, it appears to mean "America won against Japan by discovering 'happy sharks' and setting them up with lasers to fight back."
